cURL packaging should be improved
SCI/tools/curl/docs/MANUAL says that the cURL's
configuration file _curlrc (win) must be recorded
at the user's home. Actually, it is ignored when
set there, while it is used when stored the
SCI/tools/curl/ directory instead.
A _curlrc template with a single commented line
# CURL configuration file
should be added in SCI/tools/curl/
Moreover, it would be nice to add a ".txt" extension
to every naked filename set in SCI/tools/curl/ and in
SCI/tools/curl/ CHANGES README RELEASE-NOTES
=> CHANGES.txt README.txt RELEASE-NOTES.txt
Same in /docs dir.

-- How to reproduce the bug --
Create a _curlrc file with e.g. an option such
that (on a line)
proxy = www.myproxyURL.fr:port
Set _curlrc in your homedir
Run from Scilab
>r=unix_g(SCI+"tools/curl/curl.exe -o file.htm http://website.through.a.proxy/page.htm")
It won't work (blocking proxy due to invisible _curlrc)
Move _curlrc to SCI/tools/curl/
Try again => It's OK
Trials done on Scilab 5.1.1 and Master 26/8/2009
