Consider to change the 'clip_state' value set in evans.sci

Removing a line, 'axes.clip_state = "off"' in evans.sci might be good for users unless other side effects occur. I think removal can provide users with a better control over the root loci plots.
With the current "evans" function, some lines are drawn outside the plot area when the root loci are zoomed. This is because "clip_state" is set off in evans.sci. My quick solution was to remove a line, 'axes.clip_state = "off";' in evans.sci. It seems there is no way for a general user to solve this issue without changing evans.sci.
