dec2bin fails for large uint64 and int64 numbers

BUG DESCRIPTION:

dec2bin does not accept integers above 2^52. This was the largest integer that could be represented accurately in double, but with uint64 and int64 numbers introduced, the function should cover numbers up to 2^63. At least the error report should inform about the limitation.
