"Genetic algorithms" are a class of Optimization methods. The dedicated module should be moved as a sub-module of the Optimization module

The "Genetic algorithms" are a class of Optimization methods.
Scilab has presently a dedicated separate module for Genetic algorithms.
IMO, from a user point of view, there is no reason to keep it out of the
Scilab Optimization module, where it could become a sub-module.
The current "Genetic algorithms" module has no gateway.
So, moving it into the "Optimization" module shall be quite straightforward.
The Optimization module has already sub-modules dedicated to some specific
optimization methods: Neldermead, Simplex. This is the right approach.
The "Genetic algorithms" should be joined to them.
This would contribute to make Scilab -- and its help tree-- more consistent,
and less messy. And to build a very strong and visible "Optimization" module.
