atomsGetInstalledPath() : accept a case-unsensitive fragment of the module name, and "" as "most recent version"

BUG DESCRIPTION:

If we want to use atomsGetInstalledPath() say in examples in help pages of a module, we must presently know the exact technical name of the module, and, most of all, we must specify a given version. This requires to update help pages just for the version tag, for each new version.
This is so demanding that this function can hardly be used. Abuse is not use.
This is why we request 2 improvements:
1) if the module is not found as is, then try the input moduleName as a case-unsensitive fragment.
2) if "" is specified for the version, then get the most recent installed version.
