Please upgrade clock(): fractional seconds, time zone, day saving time

BUG DESCRIPTION:

clock() can usefully be upgraded in the following way:
1) include milliseconds as the fractional part of the seconds output.
Presently, returned seconds are an integer
2) add a 2nd output argument returning the time zone, as an integer in [-12, 12],
positive to the east of Greenwich, and negative to the west.
3) add a 3rd output argument returning the daylight saving time, as 1, or 0 if none.
All these data refer to the computer's clock / time settings.
OTHER INFORMATION:

As noticed as a remark in the report of the bug 15163, there is presently
no direct way in Scilab to get the time zone and the daylight saving time.
